Saddam Hussein constantly harassed the Kurds and sought to destroy them. He had the military might of his army and didn't seem to mind killing innocent civilians so something had to be done to help.
The US established a no fly area over Kurdish territory in order to prevent Iraqi fighters and bombers from attacking the Kurds.
The term "No Fly Area" means that any Iraqi aircraft in the area could be forcibly expelled. There were a few actual skirmishes but nothing of much consequence.
