A campaign is an operation that may have been a war but it was not a prolonged war. Normally when a campaign is conducted. Military forces will rapidly build up and deploy to the p[lace where the campaign is to take place.
In the case of the Navy they are normally the first branch of the military to get to a place where they can exert prolonged pressure on the enemy force. They can pretty much reach any place in the world which is close to the sea and can be on station within just a few days. They can use all types of firepower and Marines to go in on the ground to secure actual physical territory in order to advance on the objective.
The campaign has a specific purpose or focus which may be the removal of a leader or politician, the taking of a prisoner, or the rescue of civilians or hostages. Once this has been completed the majority of forces will leave for home. There may be a period of time where troops will have to remain in the conquered territory. It may range from a few weeks to indefinitely just depending on the job that needs to be done.
Some smaller campaigns have a very specific purpose and when this is the case it may only take a few Special Operations troops to get the job done. Such was the case in the killing of Osama bin Laden.
